Global Uncertainty: Governor Mbah Challenges Enugu MDAs to Meet ₦870 Billion Internally Generated Revenue Target
Governor of Enugu State, Dr. Peter Mbah, has called on all Ministries, Departments, and Agencies (MDAs) of the state government to rise to the challenge of generating ₦870 billion in Internally Generated Revenue (IGR) as projected in the 2026 fiscal year, citing mounting global geopolitical tensions and the resulting unpredictability of external revenue inflows.
The governor made the call on Monday during a Holy Mass held at the Government House Chapel in Enugu to formally mark the commencement of official activities for the new year across government offices. He cautioned that reliance on external revenue sources, particularly allocations from the Federation Account Allocation Committee (FAAC), had become increasingly risky in the face of ongoing global economic and political instability.
Governor Mbah recently signed into law a record ₦1.62 trillion 2026 budget, the largest in the state’s history. According to the approved framework, the budget is expected to be funded through ₦870 billion in IGR, ₦387 billion from FAAC allocations, and ₦329 billion in capital receipts. The ambitious revenue projections, he explained, were deliberate and necessary to safeguard the state against external shocks.
Addressing the congregation, which included senior government officials, lawmakers, members of the judiciary, traditional rulers, captains of industry, and civil servants, Mbah stressed that the state could not afford to be complacent in the current global climate.
“Given the geopolitical tensions across the globe, it is not going to be easy, particularly with our revenue projections. We do not have absolute clarity on the direction global events may take,” the governor said. “It is extremely important that we realise the domestic revenue targets we have set for ourselves so we are able to absorb potential shocks arising from these global uncertainties.”

He emphasised that achieving the IGR target would largely depend on the efficiency, professionalism, and service delivery standards of MDAs. According to him, revenue generation is closely linked to how well government institutions serve businesses and residents of the state.
“Our revenue performance is tied to the speed and quality of services rendered by our MDAs. We have ambitious targets, and meeting them requires renewed vigour from everyone. Each agency must do its part and play its role diligently,” he added.
Governor Mbah also underscored the importance of discipline, punctuality, and teamwork within the civil service, describing public servants as the backbone of the administration’s success or failure. He urged workers to treat official responsibilities with a greater sense of urgency in 2026.
“Civil servants and Permanent Secretaries remain the engine room of this government. We must double our efforts this year. Simple actions—resuming work on time, processing documents efficiently, and supporting one another—make a significant difference,” he said.
The governor further appealed for unity of purpose across government institutions, noting that the state’s progress depended on collective responsibility. He reminded officials that the ultimate objective of governance was service to the people of Enugu State.
While expressing appreciation to residents of the state and religious leaders for their prayers and support, Mbah also called for honest and constructive feedback from the public. He acknowledged that the administration was not infallible but remained committed to accountability and continuous improvement.
“We do not claim perfection. What we claim is a firm resolve to serve the people optimally. That is why sincere feedback and holding us accountable are essential,” he stated.
In his homily, the Chaplain of the Government House Chapel, Rev. Fr. Anthony Udeh, described Governor Mbah as a servant leader committed to the welfare and progress of Enugu State, urging public officials to align their duties with integrity and selflessness.
The service was attended by several high-ranking officials, including Deputy Governor Barrister Ifeanyi Ossai; Speaker of the Enugu State House of Assembly, Rt. Hon. Uchenna Ugwu; Chief Judge of the state, Justice Afojulu Ozoemena; and Chairman of the Enugu State Traditional Rulers Council, His Royal Majesty Igwe Samuel Ikechukwu Asadu, among others.
