Ebonyi Assembly Passes ₦91.7 Billion 2025 Supplementary Budget
The Ebonyi State House of Assembly has approved a supplementary appropriation bill of ₦91.7 billion for the 2025 fiscal year to support the state government’s ongoing developmental projects and address emerging financial priorities.
The bill, titled Ebonyi State Supplementary Appropriation Bill 2025, was passed during Tuesday’s plenary session held at the Legislative Complex, Nkaliki Road, Abakaliki. The session was presided over by the Speaker of the House, Rt. Hon. Moses Ije Odunwa.
Breakdown of the Supplementary Budget
Reading the letter from Governor Francis Ogbonna Nwifuru, Speaker Odunwa announced that the supplementary budget seeks approval for an additional ₦91,698,300,000 to be appropriated for government services until December 31, 2025.
He explained that the new budgetary allocation is crucial to implementing priority projects and development initiatives aligned with the state government’s People’s Charter of Needs agenda.
According to the breakdown, ₦31.19 billion will go to recurrent expenditure, while ₦60.51 billion is allocated for capital projects.
“The supplementary budget will enable the state government to execute critical projects, expand infrastructural development, and ensure the efficient delivery of public services,” Odunwa stated.

House Leaders Back Passage
Supporting the bill, the Leader of the House, Chief Kingsley Ikoro, described the supplementary budget as a vital tool for financial flexibility and proactive governance.
He said, “This supplementary budget allows the government to redirect resources where they are most needed, respond swiftly to emerging challenges, and keep ongoing projects on track.”
Ikoro urged his colleagues to support the passage, noting that it aligns with the legislature’s commitment to ensuring efficient use of public funds and sustained development across the state.
Following deliberations, the House dissolved into a Committee of the Whole to scrutinize the details of the budget proposal. After extensive review, the plenary reconvened, during which Speaker Odunwa reported progress and confirmed the passage of the bill.
The new law will be cited as HAB No. 016 of 2025, the Speaker announced. He then directed the Clerk of the House, Mrs. Edene Uche Blessing, to prepare an official memo notifying Governor Nwifuru of the bill’s passage.
Next Legislative Steps
The session concluded with a motion to adjourn, moved by the House Leader, Chief Ikoro, and seconded by Chief Godwin Abiri, member representing Izzi West Constituency. The House subsequently adjourned to the next legislative day.
In a statement following the plenary, the Speaker’s Chief Press Secretary, Theophilus Ifeanyi Igwe, noted that the supplementary appropriation demonstrates the Assembly’s readiness to collaborate with the executive arm to sustain the pace of development in Ebonyi State.
“The 2025 supplementary budget underscores the Assembly’s commitment to the People’s Charter of Needs mantra of the current administration. It ensures that no sector of the state is left behind in the pursuit of sustainable growth and improved living standards,” he said.
Observers have described the ₦91.7 billion allocation as significant, particularly considering that the supplementary budget will cover just two months before the close of the fiscal year. Nonetheless, supporters of the initiative argue that the move will strengthen the government’s capacity to deliver on its promises to the people of Ebonyi State.
